There are four main types or categories of public procurement contracts: works contracts, supply contracts, service contracts, and consultancy (professional services) contracts. In addition to these, there are also special contracts, which relate to national defense, security, and the strategic interests of the State.
However, public procurement procedures vary depending on whether they are governed by the World Bank guidelines or by domestic law under Law No. 10/010 of April 27, 2010, on public procurement in the Democratic Republic of Congo.
According to World Bank procurement guidelines, the main methods of awarding contracts include:
International Competitive Bidding (ICB)
Limited International Bidding (LIB)
National Competitive Bidding (NCB)
Shopping (Request for Quotations)
Direct Contracting
Force Account (procurement through controlled expenditure)
Other specialized procurement methods.
At the national level in the DRC, Law No. 10/010 of April 27, 2010, on public procurement, provides the following procedures for works, supply, and service contracts:
Open bidding
Restricted bidding
Bidding with competition (tender with design/contest)
International bidding
Prequalification bidding
Two-stage open bidding
Supplier consultation (request for quotations)
Direct agreement (single-source procurement).
