Holder of a Master’s Degree in Public Law (BAC+5) from the Université Protestante au Congo (UPC), obtained in 2005. He has completed several professional training programs in business law at the Regional and Higher School of Magistracy in Africa (ERSUMA), including Corporate Legal Structuring for Business Development, Mediation and Arbitration, Public Procurement, and Tax Litigation. A lawyer registered with the Kinshasa-Matete Bar, under registration number 6354 of the National Bar Association of the Democratic Republic of Congo. He is the founder and managing partner of Cabinet MPETI & Associates, based in Kinshasa, DRC. Before joining the legal profession on August 14, 2009, he worked respectively at the law firm Lumbala Kabeya Sanspeur and at TI&A SCA as Senior Associate. His professional career began at the Legal Department of the National Transport Office (2006–2007) as a trainee. Following his internship, he served as Administrative and Legal Assistant to the Manager of Congocom (a telecom distribution company), and later as Head of Legal and Tax Affairs within the same company (2008–2009). As Senior Associate at TI&A SCA, he appeared before various courts and tribunals in Kinshasa and provided legal opinions for major clients, particularly in the fields of mining and natural resources (company incorporations and structuring, e.g., ABM AFRICAN WORKING SARLU), tax litigation (The Church of Jesus Christ of Latter-day Saints), commercial contracts (DHL International Congo SARL, KG-MTI Vertriebsgesellschaft of Germany vs. Gaana SARL), and maritime law disputes (MARMEDSA Agentia Maritima of Portugal with Nile Dutch vs. IFCO SARL). Beyond the DRC, in Pointe-Noire, Republic of Congo (Congo-Brazzaville), Me. Enid-Junior MPETI LOMBE acted as Pleading Counsel in collaboration with Cabinet Mathias ESSEREKE, representing MICOPERI SPA (owner of the vessel MAMTA, IMO/MMS 19466453/247322600, flying the Italian flag) before the Commercial Court, High Court, and Court of Appeal of Pointe-Noire in 2017, in OHADA, CEMAC, and maritime law matters. The case involved the vessel’s seizure order issued on March 1, 2017, against FTAI PRIDE LLC of the Republic of the Marshall Islands. Keen to contribute legally and academically to public institutions in the DRC, he served for over a year as Legal Advisor at the Office of the Governor of Kinshasa Province. In 2012, he also trained units of the Congolese National Police in Kasangulu in criminal law, criminal procedure, and humanitarian law. He is fluent in French (spoken and written), with working proficiency in English (spoken and written).
